I doubt that is the issue - see my attached image (this is a different screen shot with the 'show processes from all users' option checked.)

First of all, the sum of idle % (72) and total cpu usage % (52) is already more than 100%

In XP, and all the other OSes av used they used to add up to the total % given.

This one clearly doesn't add up - the sum of individual processes usage comes nowhere close to the 99% being reported.
