I am not on 256 kbps, I have a much higher capacity. Local loop pings tend to be short coz the servers are very near. Pings to international sites take longer, around 250 to 300 ms of fiber, but not 3000ms, which is too high even for the slowest of satellite link. All this depends on the speed of light, light going to North America takes longer than light to Nairobi or Mombasa, hence the difference in ping stats for local and international loops. But anyway light is very fast but not fast enough for data.
