First, read the instructions as they give you various alternatives to authenticate. If you are not the one hosting your NS, ask your host to make changes for you. Typically, it involves adding a TXT record that google provides and then moving on from there.

Hi pple

I have been trying to setup google apps with a domain name and i seem to hit a dead end on authenticating the ownership of the domain. Question is, must i have hosted the site to access DNS configurations?

What's your domain name? You need a DNS Zone for your domain and a CNAME within that

Stuck.....
