You will need to have a CSP licence from CCK inorder to get a USSD code. Then theirs the setup costs etc.

Its easier if you use an existing PRSP.  They will apply for a test bed on your behalf. Requests from the mobile subscribers will be routed to your application thru the PRSP already existing network with Mobile network operator. 

They can also host the application for you .i.e. the PRSP

Finally, if you are satisfied with your application you can move it to a LIVE USSD code.
