It doesnt mean that, the user experience on Windows 8 seems far much better than what we have on Windows 7. Yet Windows 7 is the second very true Windows milestone after Windows XP. So it means a rich user experience just like on the touch devices.
Microsoft figured that the future lies in touch, as opposed to mice and physical keyboard. Actually, Windows 8 has a very nice internal virtual keyboard when in touch mode.

Well, that will mean that you'll have to switch to a window-ized version of Windows 8 for normal laptops and mice. Which is not as groundbreaking unless you get a touch device.
