
I know XP has a version that was specifically created for Internet Cafés. It has nothing to do with specific features but licencing / legal. Do not expect to find a Cyber billing system installed on it. Unfortunately I do not remember the details - Google is your friend on this one. I also know of Zorin O.S which is Ubuntu made to look like Win 7 or Win XP - complete with the proper icons and naming. This is what you would call Linux for Windows users and since Microsoft has not sued the company yet I'm certain that it's fine to use it without fear of legal action from anyone. Why don't you use this one then purchase a licence for Microsoft office since most users prefer that to LibreOffice? At least you will save some cash on the O.S licence. There are modded flavours of Windows XP (I remember XP Black Edition), and even Ubuntu forums have an XP theme for Ubuntu... but these are individual projects, not Microsoft-Supported.
The only product I know of that is targeted for cybers, because of their being exposed, is GGWA (Get Genuine Windows Agreement) which is used to legalize your *pirated* copies..
My guess is that some individual took an open Source O/S, gave it an XP theme, added Cyber metering and reporting application, and sells it..
like some listers before, if there are no screenshots, it does not exist...
