I'm not certain this technique will work: panning with slow shutter speed will leave "motion trails" on the subject (in addition to the fore- and background). In the Afghan-motorcycle image, the subject is perfectly sharp/frozen while the fore- and backgrounds are blurred. I'm not sure you can achieve that without fiddling with aperture settings, in addition to shutter-speed settings. Only (D)SLRs are capable of this, as far as I can tell.

You don't need a special lens for this ... neither do you need a SLR,
though your camera phone is perhaps inadequate
All you need is a camera that supports changing shutter speeds (many
cheap point and shoots let you adjust shutter speeds ....).
The technique used in that picture is called "panning" ... the idea is
set a relatively slow shutter speed (not too slow ... 1/50 to 1/400
depending on the speed of the subject) in your camera, point it at
the moving subject ...focus on the object and move the camera quickly
making sure that the moving subject is in the center of the frame and
click in the course of the movement.
