if this is allowed every website will eventually have to pay the operators. It could also just be fear in the physical world of the internet where there are shut downs (swiftglobal) , buy outs (access,kdn) and losses(all ISP laying "our own cable"). they should have just run one cable across Kenya and shared it less drama.
