Why Blackberry? Because RIM is a USA based company. The involvement of USA is beyond the scope of this forum and is being covered in the dailies.   In short, USA government agencies default to the Black Berry for  enterprise communication and it makes sense if the government was to donate them somewhere. As for being expensive, that is relative...
