Under which law, Shiro? I have one spray in my house, which is actually classified as "military equipment". I am not sure it's pepper but will make someone cough so badly for hours they'll not be able to hide!!! Now, according to any law that I know of, I haven't found that being classified as an "offensive weapon" or "fire arm", but well, please quote the law you are referring to.
