You 4get the "Official Secrets Act" is still in existence! The govt (read agencies) will always use that not to avail the information, because so many questions are bound to arise, esp in Kenya.
From some interview I saw on TV the other day, Dr. Ndemo mentioned something is supposed to be done about this act.
