BitPesa.co is currently an East African exchange working in Kenya/Tanzania already complying with KYC(Know Your Customer) and AML(Anti Money Laundering) regulations in both countries.

Greece has capital controls limiting Bitcoin activity in that country, however it is true people managed to avoid the credit/cash crunch by holding Bitcoin.

Its been fascinating to watch...

We're back to where we were a week ago (Now at 268) before the deadline and with the Greek "NO" vote. Despite the political turmoil, if the Greeks purchased the Bitcoin to shield against their currency weakening, then its done just that.
