The challenge with 3G so far has been that busy networks like Safaricom can not offer "unlimited" or "eat-as-much-as-you-can" offers due to the danger of voice degradation - congestion and call dropping as data users increase. Am not sure if LTE will allow for these to be offered, but it looks like it will allow for penetration of serious internet outside Runda and Muthaiga where loss making ISPs have been focusing on. Though ISPs will be allowed to offer LTE, the biggest beneficiaries will be backhaul carriers like JTL, KDN, GoK/NOFBI, Orange.
