It is just easier to say 12 Noon or Midnight. Technically, there can't be 12:00 AM or PM in both case it would be difficult to tell, so if it is a midnight, technically the moment before 1200 is PM and the moment after 12 is AM. Same for during the day, where the moment before midday is AM and moment after is PM.
