Benjamin it all depends on your end goal.

1. Why do you need Windows are there any apps running
2. Subscribing to a monthly office 365 iOS cheaper than full blown volume licenses
3. Instead of office can you use open office or similar products 

Depending on your scenario it's easier to advise if we understand the reason for needing Windows and office.
