I also tried to investigate the same thing -and the obvious conclusion was what I saw in a hotel in DR Congo [I asked the night manager to take me down to the store room where they had the decoders..]
They had multiple DSTV decoders,, which they fed to a Multiplexer-Demultiplexer device - The MUX ran the same number of cables as the DSTV decoders,, and the DEMUX went to the various rooms...
Then the cables would just work as normal TV, such that when the coax went into the TV, one had to tune and store each DSTV channel into the regular unused TV channels on U-UHF.
This is simple and stress free... and if one gets the minimum bouquet at around Ksh. 4500, for 10 channels = 45000/- .
Then if one is to sell to clients at 1000 pm then one needs more than 45 clients etc etc..
