My definition of an intranet is a collection of web applications which perform some specific functions, accessible to a select group of people. Therefore, I would recommend you ask yourself this question first: Q. What functions are required on the intranet? Possible answers: Project management, notice board, all/some HR functions, email, document management.... the list can be quite long.
