I have an assignement to develop an expenditure tracker system, that contains the details in teh attached doc, and I was not sure whetehr the the app I have sent you can be proffesional enough (If I add functionalities ) to present to my bosses

No attachment! It sure is professional. Though I was studying this a while back it can do far much alot and actually its mean for things like this - small departmental applications. You can run it on Free oracle DB though that limits you to 4GB of data which I think is big enough. You can opt to use the free hosting as you've done or host it yourself.
