OK why black berries ...they are damn expensive and i think there are other platforms (cheaper) that can get the job done (on the paranoia side) plus i don't trust US government with blackberry technology i.e. in my view unless you are running blackberry servers a black berry is just another phone
to help commissioners around the country communicate more effectively.
The phones, which were provided with a full service package and
donated by the US government, were to ensure that personnel had access
to communicating with headquarters from any location in the country
and with the build in global positioning system (GPS) be able to map
all IIEC registration and polling locations throughout the country.
"These phones will vastly improve the ability of the IIEC to conduct
its work," said Rene Meza, Zain Kenya CEO during the handing over of
the phones. Zain Kenya sourced the Blackberries for the US government
donation. In the recent voters' registration around the country IIEC
introduced electronic voter registration (EVR) in nine constituencies
across the country. The EVR captured more details including the voter
picture, thumb print and all critical voter data.
Mr Andrew Limo, IIEC's public relations officer said that ideally the
use of electronic systems should be incremental and not a big bang
implementation that is why it was starting with voter registration as
the body explored options of using it in voting

Question : What system is the blackberry sending its data to and did
the commisioners receive training to use the devices? Was the system
developed locally or outsorced?
