Simon -- You don't need a special lens for this ... neither do you need a SLR, though your camera phone is perhaps inadequate All you need is a camera that supports changing shutter speeds (many cheap point and shoots let you adjust shutter speeds ....). The technique used in that picture is called "panning" ... the idea is set a relatively slow shutter speed (not too slow ... 1/50 to 1/400 depending on the speed of the subject) in your camera, point it at the moving subject ...focus on the object and move the camera quickly making sure that the moving subject is in the center of the frame and click in the course of the movement.
