They could be no law but that I think is some form of mis-representation. People genuinely believe they are tweeting to, or receiving tweets, re-tweeting or just are subscribed to the real Kenya Police. I am sure it raises some issues, and it also has a security dimension to it; like disseminating security details and imminent attacks or lack of them.
Even if it is not illegal, it feels 'immoral' to me.
And I am sure Twitter has something about this in their long terms and conditions.
