Sounds accurate.
I think may be it is because Safaricom does not have a fiber network of their own, so they have nothing to do down. They lease most of the capacity from Jamii Telcom, and some from KDN. So I guess the effect felt when KDN is down could be because many ISPs and Telcos lease capacity from them.
