[Skunkworks] Mobile phone jammers...legally or illegally available in Kenya?

Hi Sgangs (Skunks pronounced in a Kamba accent), I am interested in blocking use of mobile phones in a 100 meter radius. I have seen mobile phone jammers on the net and I am wondering whether they are legally available here in Kenya and if so, where can I buy them (legally or otherwise). Timo.
