I think we are taking this matter casually yet it presents an opportunity for innovators, any time i have been driven around europe i have noted that the drivers are very weary of cameras, most of the GPS systems even detect cameras in the vicinity, this deters any drivers who are tempted to speed or commit any traffic crimes, Cameras are very effective in that they can capture a cars number plate, with these police can go after the owners of the vehicles who will in turn produce the people who were driving the car or take responsibility for the crime.
