Windows RT can run legacy applications, even though it appears to have a desktop mode, which is not functional. I guess the modem application is a legacy application, so no luck getting a modem to work. I wonder why Microsoft didn't think of a GSM version of the Surface, but I guess that could be on the way but currently it is putting off a lot of adopters.
