[Skunkworks] MNO Prefixes - Can they be reduced?

Skunks, Please help me understand. Let's say Kenya has 50 million citizen and 4 mobile network operators. Suppose each MNO was given just a single PREFIX, and told to use 10-digit numbers (072 000 000 0000) wouldn't it suffice to serve all Kenyans? I am just imagining wildly why this is not the case?
