The cheap but quite good solution is to subscribe to BootstrapStyler (http://bootstrapstyler.com/) take one of those styles and put them on Github Pages (https://pages.github.com/)  and then all you need to do is figure out a logo (for which there are many sites available).

End users can edit the HTML directly on the Github site (you'd be surprised how many non-tech people can handle that once shown how to do it).
