It is not as if the police do not know,,, they know... and fear is they may be getting a cut... otherwise, with all these reports, why not lay a simple ambush using personal vehicles ?? The case above was reported, and the only response from police is, " Kwani you dont know that place is dangerous...?" Matter was closed like that. Writing statements in that OB book is like adding a greeting in a huge Christmas card (populated by several others of your relatives ) for your grandfather, who actually never reads them..
