I like Mickey's idea. Black out both victims and the terrorists.
Unfortunately we don't know at this point what gear they have. Maybe wako na gas masks.
Secondly, Westgate is a large mall so it might be hard to conc the whole place

Wearing them down? Maybe mentally, not physically as they most likely have plenty of food and water (Nakumatt, cafes etc) to last weeks.
Jamming networks might be two-edged - it will also disable any communications by hostages/hiding survivors with the outside world. What if the gang decide to negotiate with the authorities?
IT-centric options MAY be pretty limited at this point IMO.

Would like to appreciate all the Sys Admins out there who have kept the country connected, in as much as they are doing their job. Kudos.

To creative movie going techies, is there another way this situation can be helped? I am getting nervous with every passing minute. I am told it's a military strategy to wear down the terrorists but we do have injured hostages.

Would jamming the network around that area do? Is there possibility the gang are communicating with the outside world and can we cut that off?

Do we have thermal cameras to detect the positions of the hooligans?

3D artists to assist in visualizing the building schematics?

What can the IT community do to help? Of course in addition to what we have done and are still doing?
