So you want them to host locally and then make noise at them when its down due to power issue - I personally wouldn't want that for any website, leave alone government ones.
www.kra.go.ke is locally hosted.... It's way more critical...

Additionally, you think CCK is actually paying 4k per year for it's website? You'll find that they are probably paying something in excess of 20k, with which you can get local hosting.

Further to this, I'm sure CCK have the capacity to negotiate for lower pricing with ISP's, they are after all the licensing body. I'm sure there were several who are more than willing to get into the good books of CCK by offering up 100 megs of free space...

CCK is parastatal or is it govt, you will realise the much they spend on tea alone is something else. CCK site is meant to be accessed i believe by mostly Kenyan's based in the country which means if we have unstable infrustructure even if it's up we won't have power in the country and therefore it will still be down to us.
