IIRC, they call those Hybrid PABXs. They take IP, Digital and Analogue extensions.

I know Avaya does that quite easily as it's what I use. Not sure about Alcatel, Cisco, Panasonic, etc...

I also know that mypbx from http://www.yeastar.com/ also supports modular configuration, supports analogue cards as well.
