[Skunkworks] HELB Site - By far the worst in the Planet

So we are at home trying to fill the Helb Loan forms - which HELB has forced everyone to fill online.. Eight hours later - no success. Over application of login securities and over application of timeouts. Imagine people out of Nairobi with poor network ? Why oh why did the designers do this without testing ?
