Here's a thought - How about just installing Kannel on ur local machine and have this make relay the request to the remote machine?

AFAIK, nope. If you want Kannel to talk to a modem, it's got to be connected to the machine Kannel runs on. If you can get your preferred operator to give you IP connectivity to their SMSC then you can use SMPP.
If you'd describe what you want Kannel to do, I'm sure there's plenty of expertise on the list to help you get there.
