The official D-LINK firmware, both v2.00 and v3.1 do not allow changes to the transmit power of the equipment. Try DD-WRT at http://dd-wrt.com who develop third party firmware for many devices though not all of them are supported. I don't think the 2700AP is, but you can first try with other routers and access points and see how it works. New firmwares are constantly being added from time to time. Be careful not to brick your access point though.
