yes but for safaricom you have to pay KSHS 5800 for setting up a custom USSD trigger.
you can even have the service provider pay for each ussd session so its free for the end user.
 we did this successfully by dropping the call when a user calls the ussd trigger then pushing the ussd session to the user's phone.
Genius, right? :) anyway get in touch with them and try out their RESTfull api.
