Unless I heard my own things. I remember thinking that, if ever I have any IT related idea I was to sell to the government, KICTB will be where I go coz the buck stops there.

It seems that the KICTB is part of the E-Gov secretariat (through the MoIC) and implements E-Gov (KTCIP) projects in conjunction with others. It is certainly in charge of procuring / sourcing from the ICT industry. http://www.ict.go.ke/images/pdfs/6593719R_2.pdf

The KICTB is a Parastatal that pushes more than E-Gov. It is also building capacity in the Kenyan ICT industry even as it sells Kenya as a BPO destination.
