
I once thought about it. The biggest stumbling block is NCC. Yep, the city rogues will demand a license for you to string cables around. So in my mind, the best work around is doing wifi and a mesh protocol such as aodv. Of course for this, you need some testlab. Everything is back to layer 2 vpns and Ethernet technology.
How flexible can we be the only lastmile is radio links(microtiks n the likes) ....can we stretch our heads kidogo here ? or thats the only option.
