MAIN challenge with this kind of Chamma or SACCO solutions based on usage and implementation experience is...They are always under development and debugging phase,they have so many bugs that the users will see no use of IT after deployment. 
 
Any one to prove me wrong and give me a link to a working web based SACCO system we do BIASHARA..
