Given that CCK is planning to register SIM cards by July, is planning to remove/lower interconnection fees, and vendors are preparing for number portability (implementing Signalling transfer points e.t.c), I'd say there is a good chance it will happen.
Very true, your concerns are real and will be a challenge - I think if
the mobile companies are genuine then cross network charges can be
much lower and next to standardized like the 8bob across networks for
Zain & Orange ( I stand corrected on this) and not as high as
SufferingCon's charges across networks
