I used to deal in a line of PBXs that had such features and offered appliances with options for analog extensions ranging from 6 to 16. Look up Epygi.

I shut down the business but still have some old stock 6 and 16 port in my store.

Only problem is all of it is now in Uganda, since I relocated last year to manage the project that currently employs me....

I know Avaya does that quite easily as it's what I use. Not sure about Alcatel, Cisco, Panasonic, etc...

I also know that mypbx from http://www.yeastar.com/ also supports modular configuration, supports analogue cards as well.
