@Martin, I beg to differ with the employers are spoilt for choice generalization.

We could say that indeed employers are spoilt for choice in certain areas, but not all, especially ICT.

I have had the chance to help a very short list of employers find programmers, and they struggled to fill the position, leading to my theory that; there is a stark shortfall of good programmers in Kenya.

Experiment:
If your boss (if you have one :-) asked you to find someone equally good or better than you at what you do, to come work with you under the same terms you do, would you find one?

I do not really believe you. I think most economies in the world have shrunk and there are more and more cyclically unemployed people than we have seen in recent history.
