But other issues such as information and data protection legislation should be put in place first.

The wholesale approach of the Communication Act ...cannot adequately address these issues...maybe separate legislation.

Alot of people have been discussing that with the arrival of fibre ...BPO OPPORTUNITIES will flourish...maybe or maybe not...if we don't address the issues of legislation then fibre will make it easy for local companies,multinationals in kenya to outsource basic work to India OR other established BPO havens.Remember fibre is a pipe so traffic can flow both ways........
