
some isps like access allow bursts. on a 500 kbps network i used to monitor, it would periodically do 600 to 700 kbps and go over 1 mbps at night. the only thing they told us was that we should limit the network our selves, but never charged for the excesses. @Martin, the graph is not correct. If you are on 384kpbs, then you cannot exceed that. Even if the graph is polled at local loop, data transfer rate in kpbs is equal to what you subscribe to. I'd re check that graph.
