Kenyans can boycott government by voting with their feet and leaving the country.  The same is true with foreign companies.

This happens every day and if governance were even made halfway more responsive, annual GDP growth would be much higher :-(

Simple problem really. KRA can arrest you if you fail to comply. If you don't file tax returns 'because the site was down', they fine you. So the site is there to make their lives slightly easier (fewer people in Times Towers), but not really because they are concerned about user experience. 

Taxation happens because the state has a monopoly on violence, we can't boycott government, we can't not pay our taxes. It's really a screwed up situation. 

When Simba is down, KPA charges car importers for having their cars in storage. KRA won't clear your car, so the other arm of government (KPA) charges you for it.
