I think it needs to be a clean cut as being on the mailing list AND having to check the forum will not work. Maybe just shut down the mailing list at a given point and add an auto-reply with a link to the forum? I am almost sure phpBB has a function to email all new posts for those who prefer to just read emails. It would require signing up but so it did to get on the list.
