Confirm if you are looking for a document management system that also has workflows?

If cost is an issue you may need to go open source but bear in mind you will still need to pay the implementation consultant.

Is there any local vendor for the above application?

This should be able to tag documents and classify them so that one can only be able to access and also send (via email) what is authorised.

This should be compatible with Microsoft Office Documents and Outlook.

Any feedback will be appreciated.

An example of such an application is TITUS This is good but costs a whooping $30k.
