Selling a physical copy is not the same as making copies because you give it up in the process of selling it.

However, if you make a photocopy for your friend you are violating the right to copy (copyright) of the content owner. Of course, if you make a copy of a page for reasonable personal use that's OK e.g. one page with an ad. Making complete copies is infringement. It even applies to most versions of the Bible!

Digital copies make it notoriously easy to infringe copyright. And it seems harmless but the effects are the same. You would be making complete copies depriving the content owner from that privilege. However innocuous it may seem, sharing copies of the paper is illegal. Nation could ask for this list to be banned if they have evidence that it is used to violate their rights. Furthermore, how do you know that those copies are not watermarked with the legal copy holder's credentials which could lead to them being banned? Once you give out copies you have lost control of them!
