
When you spend under sh 2,800 per month on elec units, you are not charged for VAT. If you go above that figure, you need to pay VAT. I was informed on this in a frustrated call to customer care after a bulk buying attempt. I'm not sure about month about paying for the monthly charges if you pay in bulk but the VAT (Very Annoying Tax) is enough of a deterrent for me. Well, it does make sense to pay the standing charges at the next top-up since when they purchase the X units, they don't know how many months the units will last, therefore they cannot pay the standing charges at that time.

A couple of questions:
What happens when they top-up via M-Pesa? What if many ppl purchase power worth 2 years? KPLC wont have received standing charges worth 2 years from all those ppl??
Just to clarify the issue:
Let's say one buys 500 units, and they know their monthly estimate is 100 units. So they would have bought Elec for 5 months. Further, let's say they bought their 500 units at 10/-, so they paid 5,000. On the following month KPLC changes the rate to 20/- per unit. If KPLC somehow doesn't adjust their pre-paid meter, They would still be consuming Elec at the rate of 10/- per unit for the remaining 4 months.

Wesley, The beauty of prepay system is that the prevailing rates will apply at the time of purchase. There's no backend system that will adjust your meter.

Wesley, About rate changes I think they are implemented on the back end since you purchase a certain number of units. One(1) unit may not last as long as it used to if its more expensive or vice versa. Personally I have not seen any documentation to the certify above. When you buy electricity for a couple of months (IMO not a good idea), the next time you top up you still get charged for the monthly standing charges which is around KES120 - 180 per month.
