[Skunkworks] Computer Hardware designers in the list?

Hi All, I need a custom computer to interface with one of our software solutions. basically it will be a touchscreen computer (6" square) , rugged, running on Android (or any other linux), ARM chip, with a gps receiver, gprs simcard and that can read from the vehicle bus (speed, fuel etc etc). Anyone who has ever done a hardware design and maybe linked to a company in asia (china ...) for the delivery? Or someone who have done an electronics/ microprocessor training or has experience.
