I think we mistook the objective or whoever defined it was not sure what they wanted to do.

They were 'switching off' phones without an IMEI, not necessarily fake phones. So not expecting people to work around it was a bit short sighted. However I can assure you someone somewhere made a lot of money.

What is a fake phone anyway?

I think the focus should shift to educating consumers. Trying to fight technology or business interests doesnt scale anymore.

The phone's records are even in Safaricom's database of gadgets they sold. It was a bad assumption, but again this is a phone I rarely used... still will be rarely used... planning to donate it to a deserving someone.
